The editor of this issue is Dr. Yuhong Zhang, the archivist of the ICFA Beam Dynamics Newsletter and a senior scientist at JLab, USA. The theme is “Beam Cooling and Related Topics.” He collected 25 well-written articles for a total of 250 pages. Since this is about twice the size of a normal theme section, we decided to publish.
